The Commission will hold a public hearing commencing on 15 July 2002 at 9:30 a.m., at the Commission Headquarters, 1 Promenade du Portage, Gatineau, Quebec, to consider the following: |

Application by WORLD AUDIO-VISUAL ENTERTAINMENT SYSTEMS (W.A.V.E.S.) INC. for a licence to operate a television programming undertaking - limited duration special event facilitating undertaking. |
|
The applicant is proposing to introduce a special event service to broadcast live and pre-recorded entertainment and information programming, during sports competitions such as car racing, golf and tennis tournaments. The applicant may also cover cultural, business and tourist events, such as various festivals, conventions and trade shows. |
|
The proposed service would offer attendees, equipped with a mobile audio-visual receiving unit, the opportunity to follow the event from various angles and to access audio-visual and interactive information. The interactive service would operate four (4) channels initially as follows: |
|
· one channel dedicated to the live video broadcasting of the event; |
|
· a second channel dedicated to the live video broadcasting of signals coming from a camera located in a strategic location (i.e. in a racing car); |
|
· a third channel dedicated to on-line time and statistics display; and |
|
· a fourth channel dedicated to interactive display of event-related information. |
|
The applicant indicates that it might operate more than four channels in the future. |
|
Since the sites of the events are not all known, the applicant has not identified frequencies that would be used. |
|
The applicant indicated that the broadcast would be in an analog mode with a transmitter power lower than 500 watts, in the UHF Band 470-806 MHz. In light of the nature of the proposed service, the Commission might impose a COL reflecting the commitment of the applicant to present a complete technical brief and to obtain all approvals required by Industry Canada prior to each event. |

The applicant proposes to broadcast a maximum of 12 minutes per hour of advertising. |

The new station would operate on frequency 99.9 MHz (channel 260C1) with an effective radiated power of 23,800 watts. |

The applicant is requesting permission to simulcast the programming of CFVM on the FM band for a period of six months from the date of implementation. |
|
This application requires the issuance of a new licence. |

|
The licensee proposes to amend its licence in order to add a transmitter at Baie Saint-Paul to offer the programming of CFTF-TV Rivière-du-Loup (an affiliate of the TQS network). |
|
The transmitter will operate on channel26 with a transmitter power of 50 watts. |
|
Charlevoix county is mostly served by the CFTF-TV station's main transmitter. The licensee, however, notes that viewers located in the extreme west of the county cannot clearly receive the CFTF-TV programming. This transmitter will allow the residents of Baie Saint-Paul and its surrounding to receive the TQS Network programming over-the-air. |

The transmitter will operate on channel58 with a transmitter power of 50 watts. |
|
This transmitter will allow the population of Gaspé and its surrounding to receive over the air and at no charge the Quatre Saisons television network programming and a new programming source of local television. |
|
