Re: Application by Relief Planning Committee (RPC) for 514 region seeking to defer area code relief date as established in Telecom Decision CRTC 2001-648
On 29 November 2002, the Commission received an application from the Relief Planning Committee for the 514 region requesting that the Commission:
- Delay the prescribed relief date of 7 February 2004 to September 2005.
- Direct the NPA 514 RPC to modify the Relief Implementation Plan, including the relief implementation schedule, consumer awareness program and Planning Letter to the North American Numbering Plan to reflect the new relief date.
- Direct the NPA 514 RPC to monitor the future S-NRUF results and actual Central Office Code assignments, and to advise the Commission when and if any further deferral or advance of the relief date would be warranted.
- Direct the NPA 514 RPC to request the consumer awareness task force and the Telephone Service Providers to revise the consumer awareness program to ensure customers are advised of the new relief date and the date for commencement of network dialing announcements.
Public awareness campaigns for area code relief and the change to 10-digit dialing have already commenced in the 514 region. Therefore, it is important that the Commission address this application in the most expeditious manner possible.
Parties may file comments in response to this application by 10 December 2002, serving a copy on the applicant. Any such submissions are to be received by the indicated date, not merely sent by that date.
To assist the Commission in its deliberation on this matter, parties should include a discussion of the customer impact, if any, of granting any or all of the above requests. Parties may also wish to address the overall NRUF process and its application to the information on which Decision 2001-648 was based.
