Re: CRTC Interconnection Steering Committee (CISC) meeting of 13 September 2002

After more than five years of existence, the CISC continues to be a model as an innovative and collaborative process to implement Commission policies and to deal with matters arising within the competitive market.

CISC has forged dozens of consensus reports, a number of model agreements, interconnection standards, and administrative and operational guidelines. As a result of CISC processes, three consortia were established to administrate on-going aspects of local competition.

What normally would have taken the CRTC additional expert staff and years of work, has been accomplished by CISC in a much shorter time frame.

Even though the CISC approach has set a new trend in policy management and has achieved exceptional results, we feel that the time has come for the CISC participants to review the process and to point out any concerns they may have with it.

To allow for a discussion to take place, the CRTC is hosting a face-to-face CISC meeting in Gatineau (Hull sector) on Friday, 13 September 2002 from 10AM to 4PM. Location to be confirmed. David Colville, Vice-Chairman Telecommunications at the CRTC, will chair this session. A tentative agenda is attached.

At the 17 June 2002 CRTC Steering Committee meeting, parties were invited to provide the CRTC, by no later than 16 August 2002, a contribution on the evolution and effectiveness of CISC to be presented at the meeting. Contributions will be used to finalize the agenda for the 13 September 2002 meeting.

All CISC related subject matters and suggestions are welcome (including and not limited to subjects such as comments on what did work well, what isn't working, and what can be done to improve the process). In our view, this is an opportunity for all parties to re-examine the role of CISC and to re-energize the process in order to make it a more beneficial and productive tool in the regulation of the telecommunications industry.
