Re: Follow-up to Decision CRTC 2001-767:   MTS' Revised SIP dated 28 June 2002

Pursuant to Public Notice 2001-37 - Price cap review and related issues - Disposition of the MTS service improvement plan, Decision CRTC 2001-767 dated 19 December 2001, MTS Communications Inc. (MTS) filed a revised service improvement plan (SIP) dated 28 June 2002. Parties can review the document on the Commission's website, at Public Proceedings, Telecommunications, Part VII, follow up 8638, year 2001, file number 2001.8638.C12.58.

By separate letter also dated 22 July 2002, a number of interrogatories are addressed to the company.

A process to deal with the company's proposed SIP is set out below. The scope of this process is limited to the evaluation of MTS's revised SIP. This could include issues such as the extent to which MTS does the following: meets the Basic Service Objective; uses least cost technology; has provided roll out and tracking plans; and has provided customer installment payment plans. Parties may also wish to provide comments on issues raised in interrogatories noted above. The process itself is as follows:

  1. Parties wishing to participate in this process must notify the Commission of their intention to do so by writing to the Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: 819-953-0795, by 7 August 2002. Parties are to indicate in the notice their Internet email address, if available. If parties do not have access to the Internet, they are to indicate in their notice whether they wish to receive disk versions of hard copy filings. As soon as possible after the registration date, the Commission will issue a complete list of parties and their mailing addresses (including Internet email addresses if available), identifying those parties who wish to receive disk versions.
  2. Responses to the interrogatories are to be filed by MTS by 6 August 2002. MTS is to serve copies of its responses to parties on the interested parties list by 13 August 2002.
  3. Interested parties may file comments, serving copies on all other parties, 27 August 2002.
  4. MTS may file its replies to comments, serving copies on all parties who filed comments, by 6 September 2002.
  5. Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. The Commission's Internet email address for electronically filed documents is public.telecom@crtc. gc.ca. The Commission will make submissions filed in electronic form available on its web site at www.crtc.gc.ca in the official language and format in which they are submitted.
