By letter dated 18 July 2002, AT&T Canada Corp. on behalf of itself, AT&T Canada Telecom Services Company, Call-Net Entreprises Inc., Rogers Wireless Inc. and Canadian Cable Television Association (collectively, the Competitors) requested changes in the procedure established by the Commission in CRTC to review revised loop and primary exchange service cost filings Public Notice CRTC 2001-119, 30 November 2001 (PN 2001-119), as modified by the Commission's letter of 29 May 2002.

The Competitors noted that Aliant Telecom Inc. (Aliant) failed to meet the filing date for its submission and that it would be in a position to complete its cost updates by 29 July 2002. The Competitors submitted that the filing of submissions by Aliant four weeks after the submissions of the other incumbent local exchange carriers (ILECs) would create logistical and procedural challenges for all parties involved in the proceeding. The Competitors submitted that it would be appropriate to amend the schedule set out in the Commission's letter of 29 May 2002 and to extend the dates in that schedule by four weeks (the same period of delay associated with Aliant's filing).

The Competitors also requested disclosure of certain information included in the 28 June 2002 submissions for which confidentiality has been claimed by the ILECs. The Competitors noted that PN 2001-119 did not include any specific procedures for requesting the disclosure of confidential information associated with the ILECs' initial submissions. In the event that a ruling on the release of this requested information is rendered subsequent to the deadline for filing interrogatories, the Competitors further requested the opportunity to ask supplementary interrogatories having regard to this further information.

By letter dated 19 July 2002, the Public Interest Advocacy Centre on behalf of itself, the Consumers' Association of Canada, the National Anti-Poverty organization and L'union des consommateurs indicated that it was in support of both requests made by the Competitors.

In view of the circumstances, all stages of the procedure established in PN 2001-119 are revised to incorporate the additional filing dates associated with the Competitors' request for the disclosure of confidential information associated with the ILECs' initial submissions, as follows:
