Re: Part VII application by the Ontario Sewer and Watermain Construction Association - Standards for utility locate requests

The Commission has received a Part VII application from the Ontario Sewer and Watermain Construction Association (OSWCA), dated 6 March 2002 (copy enclosed), requesting that telephone and cable system operators promptly respond to requests to identify the location of telephone and cable systems and related works in the immediate area of a proposed excavation, pursuant to subsection 32(b) of the Telecommunications Act. Also enclosed is the OSWCA's May 2001 submission entitled "Responding to Locate Requests" referred to by the OSWCA in its Part VII application. The 21 August 2001 final minutes of the CRTC Interconnection Steering Committee's (CISC) Business Process Working Group (BPWG), referred to by the OSWCA in its application, are available on the Commission's web site at: http://www.crtc.gc.ca/cisc/COMMITTE/B-docs/BPMI0111.doc. Interested parties may also access the OSWCA's other supporting documents and information at the Internet addresses provided by the OSWCA in its application.

Interested parties wishing to participate in this proceeding must notify the Commission of their intention to do so by 20 June 2002. The Commission will send, as soon as possible after the registration date, a complete list of the interested parties who indicated their intent to participate in this application. This list will also be posted on the Commission's web site.

Registered interested parties may file their answer, serving a copy on the OSWCA and other registered interested parties, by 15 July 2002. The OSWCA and registered interested parties may file their reply, serving a copy on the OSWCA and all other registered interested parties, by 30 July 2002.

Where a document is to be filed or served by a specific date, the document must be actually received, and not merely sent, by that date.
