Ottawa, 29 May 2002 File No: 2001.8661.C12.08 BY TELECOPIER To: Interested Parties (Attached List) Re: The Companies' request to extend process dates in CRTC to review revised loop and primary exchange service cost filings Public Notice CRTC 2001-119, 30 November 2001 (PN 2001-119) By letter dated 22 May 2002, Aliant Telecom Inc., Bell Canada, MTS Communications Inc., and Saskatchewan Telecommunications (collectively, the Companies) requested changes in the procedure established by the Commission in CRTC to review revised loop and primary exchange service cost filings Public Notice CRTC 2001-119, 30 November 2001 (PN 2001-119). The Companies indicated that the updates of the Companies' loop and primary exchange service (PES) costs have involved the collection and validation of a considerable amount of updated information and the re-estimation of unbundled local loop, residence and single-line business PES costs based on this information. Given the workload and resource requirements associated with the necessary data collection and validation, the actual re-estimation of costs to reflect the updated information, the validation of the associated results, the assessment of the impact of the update on the Commission-derived cost estimates and the effort involved in the co-ordination of the results across the Companies, the Companies have determined that they will not be able to file their submissions until 28 June 2002. Given the above, the Companies requested that the Commission grant an extension of four weeks, until 28 June 2002, for the filing of their submissions. Since this extension affects four out of the five parties who will be filing submissions in this proceeding, the Companies proposed that in order to streamline the process associated with this proceeding, the Commission should consider a revision to the scheduled process for all parties involved. Under the proposed procedure, the record of this proceeding would close on 23 December 2002 rather than 16 December 2002 as set out in the Public Notice. The Commission received comments from Public Interest Advocacy Centre (PIAC), Rogers Wireless Inc. (Rogers), Call-Net Enterprises Inc. (Call-Net) and GT Group Telecom Services Corp. (Group Telecom) regarding this matter. Rogers, Call-Net and Group Telecom opposed the Companies' proposal. Rogers and Group Telecom submitted that the proposal would see the Companies receiving an extension to their filing date while collapsing the time intervals for filing interrogatories and preparing requests for further disclosure. Rogers and Group Telecom submitted that these compressed time lines would affect the ability of interested parties to effectively participate in the proceeding. Rogers and Group Telecom noted that if the Commission does determine than an extension is appropriate, the time intervals for the various stages of the procedures outlined in PN 2001-119 must not be collapsed as suggested by the Companies. In view of the circumstances, all stages of the procedure established in PN 2001-119 are revised to incorporate a four-week extension as follows:
