Telecom Public Notice CRTC 2002-1 Interested Parties

Subject: Northwestel Inc. - Initial annual review of supplemental funding, Telecom Public Notice CRTC 2002-1 - Request for extension

By letter dated 13 May 2002, which was sent to all interested parties, Northwestel Inc. (Northwestel) has requested an extension to the filing date of its responses to the interrogatories posed by the Commission and interested parties pursuant to paragraph 24 of Northwestel Inc. - Initial annual review of supplemental funding, Telecom Public Notice CRTC 2002-1, 1 March 2002 (Public Notice 2002-1). As set out in paragraph 25 of Public Notice 2002-1, the responses to these interrogatories are to be filed by 7 June 2002. However, due to extenuating circumstances surrounding a possible labour strike, the company has requested that the filing date for its responses to these interrogatories be extended to 24 June 2002.

Under the circumstances, Northwestel's request for an extension is reasonable, and the date for the filing of the company's responses to the interrogatories referenced above has been extended to 25 June 2002. The remaining milestones set out in Public Notice 2002-1 are modified as set out in bold below:

1. Requests by interested parties for further responses to their interrogatories, specifying in each case why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out in each case the reasons for disclosure, must be filed with the Commission and served on all interested parties, by 3 July 2002 (paragraph 26 of Public Notice 2002-1).

2.  Written responses to requests for further responses to interrogatories and for public disclosure must be filed with the Commission and served on all interested parties, by 10 July 2002 (paragraph 27 of Public Notice 2002-1).

3. A determination with respect to requests for further information and for public disclosure will be disposed of as soon as possible. Any information to be provided pursuant to that determination must be filed with the Commission and served on all interested parties, by 31 July 2002 (paragraph 28 of Public Notice 2002-1).

4. Any participant who wishes merely to file written comments, without receiving copies of the various submissions, may do so by writing to the Commission, at the address noted in paragraph 19 by 8 August 2002 (paragraph 21 of Public Notice 2002-1).

5. Northwestel and interested parties may file arguments with the Commission on any matters within the scope of this proceeding, serving copies on all other parties by, 8 August 2002 (paragraph 29 of Public Notice 2002-1).

6. All parties may file reply argument with the Commission, serving a copy on all other parties, by 15 August 2002 (paragraph 30 of Public Notice 2002-1).

Additional process dealing with the request made by the Public Interest Advocacy Centre on behalf of the Consumers' Association of Canada, Action Réseau Consommateur, la Fédération d'associations coopératives familiale, and the National Anti-Poverty Organization (CAC et al.) on 24 April 2002 for the release of certain information filed in confidence by Northwestel will be addressed in a separate letter to be issued shortly.

The company also noted, in its 13 May 2002 letter, that in the event strike action is taken (the earliest date that this could occur is 25 May 2002), it would be requesting a deferment of the proceeding until a settlement is reached and union members return to work.
