Re: Monitoring the Canadian Telecommunications Industry - 2002 Survey

In the spring of 2001, organizations offering telecommunications services in Canada were sent a survey requesting various financial and statistical data regarding the Canadian telecommunications industry. The results of this survey were instrumental in completing the Commission's September 2001 report on the Status of Competition in Canadian Telecommunications Markets. This report is available on the Commission's Web site at www.crtc.gc.ca.

The Commission is now issuing its 2002 Telecommunications Survey to expand on the data collected last year. Your participation and co-operation in this year's survey will play an important role in validating and tracking the effects of past Commission decisions as well as the completion of this year's report.

The 2002 survey forms have been updated and adapted according to a layered network model organized around Capacity, Connectivity, and Applications. This layered approach will allow the Commission to more effectively monitor competitive activity on a market by market basis. It is intended that this approach will form the basis for future annual survey forms. However, future monitoring information requirements could change in light of different circumstances.

Electronic versions of the 2002 survey forms can be downloaded from the CRTC Web site in English at http://www.crtc.gc.ca/eng/ind_tel.htm or in French athttp://www.crtc.gc.ca/frn/ind_tel.htm. If you are unable to access the Commission's Web site, an e-mail or diskette containing electronic versions of the survey forms will be sent to you upon request. A glossary of terms used in the survey forms as well as Frequently Asked Questions will also be posted at the Web site and updated on a regular basis.

Certain information already filed with the Commission will also be used for monitoring requirements, thus lightening the burden on survey respondents. In addition, the Commission and Statistics Canada have entered into an agreement whereby some telecommunications information will be collected by Statistics Canada for sharing with the Commission, starting with the 2001 calendar year.

Basis for Reporting

The 2002 Telecommunications Survey should be completed by legal entities in existence on 31 December 2001 that have provided one of the telecommunications products or services listed on Form 02-12.0, or operated any of the telecommunications facilities listed on Form 02-12.1, between 1 January 1998 and 31 December 2001. These legal entities should also report consolidated data for all of their predecessor entities. Forms 02-12.0 and 02-12.1 should be completed and submitted to the Commission by 17 May 2002. If neither you, nor your predecessors, have offered any of these services, please notify the Commission and you will be removed from the list of respondents.

In order to help identify all companies that should be surveyed, you are also to complete Forms 02-11.0 and 02-11.1 by 17 May 2002 identifying who will be responding to the survey forms on your behalf as well as identifying all related telecommunications legal entities in existence on 31 December 2001. The data from the completed Forms 02-11.0 and 02-11.1 will be used to prepare a final survey list containing the reference numbers for all survey respondents. This list will be posted on the Commission's Web site after 17 May 2002.

Where possible, the survey forms are to be completed electronically entering your company's reference number on each form. The completed forms are to be returned to the Commission on or before 21 June 2002.

All completed forms are to be received, not merely sent, by the above dates. If you consider that it will not be possible to provide all the necessary information on time, you are to inform the Commission by 21 May 2002, specifying the particular information that cannot be provided and providing detailed reasons.

Pursuant to s.39 of the Telecommunications Act, survey respondents may claim confidentiality for particular information submitted as part of the survey response, supported by detailed submissions addressing why the specific direct harm outweighs the public interest in disclosure.
