Telecom Public Notice CRTC 2002-1 Interested Parties
Subject: Northwestel Inc. - Initial annual review of supplemental funding, Telecom Public Notice CRTC 2002-1 - Request for Disclosure
The Commission received a request from the Public Interest Advocacy Centre on behalf of the Consumers' Association of Canada, Action Réseau Consommateur, la Fédération d'associations coopératives familiale, and the National Anti-Poverty Organization (CAC et al.), dated 24 April 2002, for public disclosure of certain information filed in confidence pursuant to Northwestel Inc. - Initial annual review of supplemental funding, Telecom Public Notice CRTC 2002-1, 1 March 2002 (Public Notice 2002-1).
A process is hereby established to deal with CAC et al.'s specific request for the public disclosure of certain information, as well as any other possible requests for public disclosure that might be made by interested parties to this proceeding. Any interested party other than CAC et al. wishing to request the public disclosure of information already filed and for which confidentiality has been claimed by Northwestel is to do so by no later than 3 May 2002. The request must set out, in each case, the reasons for disclosure and must be filed with the Commission and served on all interested parties. Northwestel is to file with the Commission its written responses to all requests for public disclosure, serving a copy on all interested parties, by 8 May 2002.
A determination will be issued with respect to these requests for public disclosure as soon as possible, and it is expected that any information to be provided pursuant to that determination will be required to be filed with the Commission and served on all interested parties by 22 May 2002. Responses are to be actually received, and not merely sent, by the dates indicated herein.
We note that any interested party intending to address interrogatories to Northwestel on the information already on the public record of this proceeding is to do so by the date specified in paragraph 24 of Public Notice 2002-1, namely 10 May 2002. Filing dates for the issuance of additional interrogatories, which would be limited to any information publicly disclosed as part of the process set out in this letter, and the date for the company's response to any such interrogatories, will be set forth, if necessary, in the determination made with respect to the requests for disclosure.
The process set out in paragraph 26 of Public Notice 2002-1 for requesting further responses to interrogatories and requests for public disclosure of information for which confidentiality has been claimed, continues to apply with respect to responses to interrogatories filed pursuant to paragraph 25 of Public Notice 2002-1.
