Re: Final Rates for unbundled loop-service order charges for TELUS and SaskTel

By letter dated 5 December 2001, Telus Communications Inc. (TCI) and Saskatchewan Telecommunications (SaskTel) indicated that they consider it acceptable to use Bell Canada's revised fixed-rate and variable-rate service order charges determined in Decision 2001-694 Interim approval for revised unbundled loop-service order charges, dated 16 November 2001, on an interim basis if ordered by the Commission. In Telecom Order CRTC 2002-3, dated 10 January 2002, the Commission approved on an interim basis the use of Bell Canada's unbundled loop service order charges, determined in Decision 2001-694, for TCI and SaskTel.

By letters dated 16 January 2002 and 28 January 2002, Bell Canada, Aliant Telecom Inc. and MTS Communications Inc. indicated that they agree to adopt on a final basis the unbundled loop service order charges determined in Decision 2001-694. In Telecom Decision CRTC 2002-11, dated 18 February 2002, the Commission approved on a final basis the unbundled loop service order charges determined in Decision 2001-694 for Bell Canada, Aliant and MTS.

In view of the final loop service order charges approved for Bell Canada, Aliant, and MTS, TCI and SaskTel are asked to comment by 4 March 2002, as to why the interim unbundled loop-service order charges approved in Telecom Order 2002-3 should not be approved on a final basis.
