RE: Request for confidentiality for certain information filed following the 23 April 2002 Public Hearing

Dear Mr. Trépanier:

This letter sets out the Commission's decision concerning your request of 1 May 2002 requesting confidentiality for certain information.

The Commission considers that the public interest in releasing the information is outweighed by the direct harm to Vidéotron/Quebecor/CQMI that could potentially result from the release of the information, of a commercial nature, that is the subject of the request. Accordingly, the Commission grants confidentiality to the requested sections of following documents:

Business plan of Câblage QMI inc. (in part);
Internal communications explaining the means of financing Câblage QMI (in part);
Financial reasons for the sale of the inside wire, appendix 7 (in part);
List of Multiple Unit Dwellings (MUDs) with 19 or fewer units, appendix 9;
List of MUDs with inside wire that CQMI and Vidéotron consider to be of low standard, appendix 12; and
List of MUDs targeted by the Sales Department of Vidéotron, appendix 13.

Vidéotron, Quebecor and CQMI filed an abridged version of the documents for which they requested confidentiality in part. This version will be placed on the public file.

This letter forms part of the public record of the proceeding, and will be posted on the Commission's web site.
