CRTC Interconnection Steering Committee - Consensus items

Several CRTC Interconnection Steering Committee (CISC) working groups submitted a number of consensus reports to the CISC Steering Committee (SC). These reports are available through the Commission's web site. On 10 May 2002, the SC parties approved the reports and referred them for consideration by the Commission.

The Commission has reviewed and approves the following consensus reports:

· Emergency notification process (CNRE024B), dated 6 February 2002, which was submitted by the Canadian Steering Committee on Numbering (CSCN). The CSCN agrees that an emergency notification process for new central office (CO) code assignments would not be permitted without written approval from the Commission.

· General guidelines for the installation, testing and maintenance of unbundled loops (ITMGV20), dated 18 March 2002, which was submitted by the Business Process Working Group (BPWG). The BPWG reached consensus on changes to the guidelines for the installation, testing and maintenance of unbundled loops to reflect several recently approved CISC consensus reports.

· Link extension service at the Central Office (CLRE024D), dated 5 April 2002, which was submitted by the Co-Location Group (CLG). The CLG reached consensus on a service that provides a link to an adjacent or remote location using the outside plant of an incumbent local exchange carrier when co-location space is not available at a particular CO.

· Intra-office interconnection of non-adjacent co-location space licensed by the same co-locator (CLRE026C), dated 5 April 2002, which was submitted by the CLG. The CLG reached consensus on specific terms and conditions allowing the same co-locator that leases non-adjacent space in a CO, to interconnect its equipment.

· Relay racks in type 2B co-location arrangements (CLRE031B), dated 8 April 2002, which was submitted by the CLG. The CLG reached consensus on the quantity of relay racks that can be used in a 20 square metre type 2B co-location area.

· Numbering resource holdership and transfer of holdership in the event of a business failure (CNRE025A), dated 17 April 2002, which was submitted by the CSCN. The CSCN reached consensus on the role of the Canadian Numbering Administrator with respect to CO code holdership and its transfer in the event of a business failure.

· Update to local competition billing and collection services and technical guidelines (BPRE033a), dated 24 April 2002, which was submitted by the BPWG. The BPWG reached consensus on an update to the Local competition billing and collection services and technical guidelines (BCTGV12) to reflect current Canadian industry practices.
