CRTC Interconnection Steering Committee - Consensus items

Several CRTC Interconnection Steering Committee (CISC) working groups submitted a number of consensus reports to the CISC Steering Committee (SC) on 8 February 2002. These reports are available through the Commission's web site. The SC parties approved the reports for consideration by the Commission.

The Commission has reviewed and approves the following consensus reports:

  • Changes to ISP end-user specifications (HSRE012), dated 12 November 2001, which was submitted by the Cable Access (High Speed) Working Group (HSWG). The HSWG reached consensus on the establishment of procedures for changing Internet service provider (ISP) end-user specifications, such as an end-user's modem media access control address and/or civic address;
  • Trouble-shooting end-user technical problems (HSRE013), dated 29 August 2001, which was submitted by the HSWG. The HSWG reached consensus on the development of procedures to trouble-shoot end-user technical problems related to third-party Internet access;
  • Notification of ISP end-user terms of service violations (HSRE014), dated 10 December 2001, which was submitted by the HSWG. The HSWG reached consensus on the process to notify an end-user's ISP and the disconnection process for an offending end-user when the ISP end-user violates the cable carrier's terms of service, including usage in excess of "fair and proportionate" use;
  • Notification of ISP terms of service violations (HSRE015), dated 10 December 2001, which was submitted by the HSWG and approved by the SC on 8 February 2002. The HSWG reached consensus on the process to notify the ISP and the disconnection process when an ISP violates the cable carrier's terms of service;
  • the Revised NPA [Numbering Plan Area] 514 relief implementation plan (514RE04A & Revised NPA 514 RIP), dated 19 December 2001, which was submitted by the Numbering Plan Area (NPA) 514 Relief Planning Committee. The NPA 514 Relief Planning Committee reached consensus on a revised schedule and related text contained in the Revised NPA 514 relief implementation plan;
  • revised text for section 6.3.1 of the Canadian Central Office Code (NXX) Assignment Guidelines (CNRE022A and TIF 40), dated 5 December 2001, which was submitted by the Canadian Steering Committee on Numbering (CSCN). The CSCN reached consensus on revised text to allow a previously-assigned NXX to be reassigned to a different rate centre; and
  • Porting of suspended or discontinued telephone numbers (BPRE025a), dated 12 December 2001, which was submitted by the Business Process Working Group (BPWG). The BPWG reached a consensus on porting suspended or disconnected telephone numbers to alternative carriers, due to company-initiated or customer-initiated action.
