CRTC approves revised unbundled loop service order charges for Bell Canada, Aliant Telecom Inc. and MTS Communications Inc.

Summary

In Decision CRTC 2001-694, the Commission set interim unbundled loop service order rates for Bell Canada, Aliant Telecom Inc. and MTS Communications Inc. In the decision, the Commission asked the three companies to comment on the interim rates. The companies have since indicated that they would adopt the rates. Consequently, in this decision, the Commission approves the rates on a final basis.

In paragraph 45 of Decision CRTC 2001-694, Interim approval for revised unbundled loop service order charges, dated 16 November 2001, the Commission invited comments by 16 January 2002 from Bell Canada, Aliant Telecom Inc. (Aliant Telecom) and MTS Communications Inc. (MTS) on the interim fixed-rate and variable-rate service order charges, applicable to both Type A and B unbundled loops. These rates were set out in paragraph 42 of Decision 2001-694.

By letters dated 16 January 2002, Bell Canada and Aliant Telecom both indicated that they were prepared to adopt the charges on a final basis.

Bell Canada further submitted that it is considering the feasibility of implementing the required data collection mechanisms and studies to support future cost studies. On completion of the associated cost studies, Bell Canada noted that it may file a tariff application to revise the associated rates, as required.

Aliant Telecom also submitted that, should it be in a position at a future date to implement the required data collection mechanisms and analyses to support an updated cost study of its unbundled loop service charges, it would file an application to revise its rates.

By letter dated 28 January 2002, MTS indicated that it was also willing to adopt the unbundled loop service order charges on a final basis.

Therefore, the Commission approves, on a final basis, the revised unbundled loop service order charges for Bell Canada, Aliant Telecom and MTS that were set out in Decision 2001-694.

The Commission directs Bell Canada, Aliant Telecom and MTS to issue, forthwith, tariff pages to reflect these revised charges.
