Broadcasting Decision CRTC 2002-428

Ottawa, 10 December 2002

Rogers Broadcasting Limited
Toronto, Ontario

Application 2001-1244-1
Public Hearing at Québec, Quebec
18 February 2002

New radio network

1.

The agenda of the 18 February 2002 Public Hearing included an application by Telemedia Radio Inc. (Telemedia) for a licence to operate an English-language radio network. The programming of the proposed network would include parts of the programming of ESPN from the ABC radio network, and would originate from CJCL Toronto.

2.

On 19 April 2002, the Commission issued three decisions that approved a series of transactions under which all of the radio assets of Telemedia in Ontario, Alberta and British Columbia were ultimately tranferred to one of three parties: Standard Radio Inc., Rogers Broadcasting Limited (RBL) or 3937844 Canada Inc., a subsidiary of Newcap Inc. In Rogers acquires the assets of radio stations and a radio network in Ontario, Broadcasting Decision CRTC 2002-92, 19 April 2002, the assets of 14 Ontario radio stations, including CJCL, that were formerly owned by Telemedia were transferred to RBL.

3.

In a letter dated 7 November 2002, RBL informed the Commission that it wished to proceed with the application for a radio network, as originally proposed by Telemedia.

4.

The Commission notes that no interventions were received in connection with this application.

5.

In light of the above, the Commission approves the application for a licence to operate an English-language radio network. The programming of the proposed network will include parts of the programming of ESPN from the ABC radio network. The licensee for the network will be RBL.

6.

The Commission will issue a network licence expiring 31 August 2004, subject to the conditions specified in the licence to be issued.
