CRTC maintains approach to IDLC loops in former NBTel territory

In Telecom Decision CRTC 97-8, Local competition, dated 1 May 1997, the Commission directed all incumbent local exchange carriers (ILECs) to unbundle their local loops and to make unbundled loops available to competitive local exchange carriers (CLECs) at the wire centre. In Telecom Decision CRTC 98-22, Final rates for unbundled local network components, dated 30 November 1998, the Commission relieved NBTel Inc. of this obligation and accepted NBTel's proposal to provide CLECs with access to integrated digital loop carrier (IDLC) loops at the remote site rather than at the wire centre.

In Decision CRTC 2001-238, Restructured bands, revised loop rates and related issues, dated 27 April 2001, the Commission raised an issue regarding NBTel's IDLC system. Specifically, the Commission directed Aliant Telecom Inc., on behalf of NBTel, to justify why NBTel should not modify its provision of loops to CLECs. This modification would provide loops served off IDLC systems at the host switch within a wire centre serving area. This approach would be more consistent with the provisioning approach of the other Aliant companies and ILECs.

In this proceeding, Aliant filed comments and reply comments on behalf of NBTel. Other parties did not comment. Aliant noted the Commission's determination in Decision 98-22 that the availability of loops to CLECs at NBTel's wire centres will be addressed in response to a CLEC request for access at a wire centre for IDLC loops within NBTel's territory. Aliant submitted that this approach remains appropriate.

Determination

The Commission considers that the record of this proceeding does not indicate a need, at this time, to change NBTel's current IDLC loop provisioning practice. Therefore, the Commission finds that the approach specified in Decision 98-22 remains appropriate.

Notwithstanding this determination, questions will be addressed to NBTel to determine the magnitude of the costs the company would incur if it were to provide, at the host switch, loops terminated on IDLC systems located within band B wire centres.
