Subject: Audit Requirements for Class A Licensees

This is a reminder letter regarding audit requirements that pertain to large Class A licensees, i.e., those whose annual contribution payments, under the per-minute contribution regime, are equal to or exceed $100,000. As stated by the Commission in its 17 December 1999 letter decision, large Class A licensees are subject to the following audit process as a condition of license:

"..external auditors of the licensee, in accordance with CICA Handbook, section 5805, audit standards, are to audit annually, the licensees's contribution reports for the last year similar to the audits conducted for the ILECs and CLECs as part of the contribution fund auditing process." Copies of the audit reports are to be provided to the CFA and to the Commission.

The 5805 audit reports for the year 2000 were due 60 days following the end of 2000. If your company qualifies as a large licensee and has not complied with this requirement, the company is advised to file the audit immediately or inform the Commission of the status of the audit, if it has not already done so.

Yours sincerely,
