Subject: Decision CRTC 2000-745 - Changes to the contribution regime - Reporting Requirements and Disclosure of Telecommunications Service Providers

On 30 November 2000, the Commission issued Changes to the contribution regime, Decision CRTC 2000-745 (the Decision) which replaced the per-minute contribution regime with a revenue-based approach.

In the Decision, all telecommunications service providers (TSPs) were directed to file, by 15 January 2001, their estimated 2000 Canadian Telecommunications Services Revenues (CTSR) along with their estimated allowable deductions as well as a list of their related companies.

On 14 February 2001, a letter was sent to remind all TSPs known to the Commission and who had not filed the required information that they must file the information forthwith. To date, approximately 170 TSPs have filed information with the Commission (see Attachment). According to our records, you have not yet filed their estimated 2000 CTSR and related information with the Commission. Upon receipt of this letter immediately communicate with Tammy Carruthers at tammy.carruthers@crtc.gc.ca or by telephone at (819) 994-9988 and provide a contact person for your company.

TSPs are required to file their annual financial information as well as the supporting financial information by 31 March each year. This deadline has been extended for the filing of the 2000 financial information to 30 April 2001. The final 2000 revenues of TSPs will be used to determine the final revenue charge for 2001. In order to determine this final revenue charge, the Commission is requesting the assistance of the industry in identifying all active TSPs.

Therefore, you are directed to file, in confidence, a list of all TSPs that do not appear on the list in Attachment and that have used your facilities to provide telecommunications services in the past year. The list should include the following information: name of the TSP; contact name; telephone number; fax number; email address; and billing address. If the carrier has a designated person or group that has the sole right to access this confidential information, the carrier is required to ensure that this designated person or group file, in confidence, the required information. This information is required to be filed with and received by the Secretary General by 7 May 2001, and not merely mailed by that date. If you are no longer in business as a telecommunications service provider, please notify the Commission immediately, in writing. Please note that the financial information and revenue reporting forms are due 30 April 2001.

Yours sincerely,

Ursula Menke
Secretary General
