RE: Confirmation - Fulfillment of CLEC Requirements - AT&T Canada Telecom Services Company - Entry into the Halifax Market
This is in response to a letter from AT&T Canada Telecom Services Company ("AT&T Canada") dated 4 April 2000 in which it provided information regarding the company's intention to offer local exchange services in the Halifax NS exchange and that it continues to satisfy the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).
Based on the statements made by AT&T Canada in its letter, Commission staff considers that AT&T Canada meets the CLEC requirements set out by the Commission in Decision 97-8 and can provide local exchange services as a CLEC in the above-noted Maritime Tel & Tel exchange, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
