TO: Distribution List - Interested Parties to CRTC Order 2000-786 and Mr. Baxter

Re: Application by Mr. Robert Baxter seeking to review and vary CRTC Order 2000-786

The Commission received, on 30 March 2001, an application dated 25 March 2001 from Mr. Robert Baxter in which he requests that the Commission review and vary CRTC Order 2000-786 to delay the introduction of the permissive dialing period in area code 604 until 15 September 2001. This would result in a 7-week permissive dialing period, in place of the 6-month period set out in Order 2000-786.

In light of the fact that the permissive dialing period is currently scheduled to begin in May, an abbreviated process will be put in place to consider Mr. Baxter's application.

Parties may, by 20 April 2001, file comments in response to Mr. Baxter's application, serving a copy thereof on Mr. Baxter. Mr. Baxter may file a reply by 27 April 2001, serving a copy on all parties who filed submissions.

To assist the Commission in its deliberation of this matter, parties should include, among other things, a discussion of the following issues in their comments:

Solutions to address the concerns raised by Mr. Baxter;

What is the financial impact, if any, of granting the relief sought by Mr. Baxter;

What is the technical impact, if any, of granting the relief sought by Mr. Baxter, and,

From a consumer perspective, is a 2-month permissive dialing sufficient to ensure a successful transition to the new 10-digit dial plan?
