RE: Confirmation - Fulfillment of CLEC Requirements - London, Ontario - TELUS Integrated Communications (2000) Inc.

This is in response to a letter from TELUS Communications Inc. ("TCI") dated 14 February 2001 in which it provided information that its subsidiary TELUS Communications (2000) Inc.("TICI 2000") intends to offer local exchange services in the London, Ontario telephone exchange and that it continues to satisfy the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).

Based on the statements made by TCI in its letter, Commission staff considers that TICI 2000 meets the CLEC requirements set out by the Commission in Decision 97-8. The company can provide local exchange services as a CLEC in the above-noted exchange of Bell Canada's operating territory, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
