Dear Ms. Slywchuk:

Subject: Interexchange Private Line (IXPL) Service Costing

By letter dated 11 July 2000, Northern Telephone Limited (Northern) advised the Commission that it had implemented the Phase III costing procedures required by Order CRTC 2000-631, 7 July 2000, with respect to its IXPL services, and that it will allocate IXPL related assets, revenues and expenses to the Competitive Terminal (CT) Broad Service Category (BSC).

The Commission has reviewed Northern's letter and accepts that Northern can separately identify IXPL services in its financial reporting and directs that, as part of the CT BSC, IXPL services not be used in the company's rate base and shortfall determinations, but shall continue to be identified and reported such that the total reported Phase III results equal the audited financial statements of the company.
