RE: Confirmation - Fulfillment of CLEC Requirements - GT Group Telecom Inc. Entry into Additional Markets
This is in response to letters from GT Group Telecom Inc., on behalf of Group Telecom Services Corp. ("Group Telecom") dated 22 September 2000 and 5 March 2001 in which it provided information regarding the company's intention to offer local exchange services in Alberta, British Columbia, Manitoba, Ontario and Quebec and stated that it continues to satisfy the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).
Based on the statements made by Group Telecom in its letters, Commission staff considers that Group Telecom meets the CLEC requirements set out by the Commission in Decision 97-8 and can provide local exchange services as a CLEC in the above-noted operating territories of Bell Canada, MTS Communications and TELUS Communications, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
