Subject: Decision CRTC 2000-745 - Changes to the contribution regime Annual Reporting requirements - Extension of Deadline to 30 April 2001 for filing financial information required 31 March 2001

On 30 November 2000, the Commission issued Decision CRTC 2000-745 (the Decision), introducing major changes to the Canadian contribution regime, which subsidizes the high cost of local service in rural and remote areas. In the Decision, the Commission decided that it would introduce a national contribution collection mechanism based upon revenues from all telecommunications service providers and replace the per-minute mechanism effective 1 January 2001. All telecommunications service providers who meet the minimum threshold of $10 million in Canadian Telecommunications Services Revenues are required to pay contribution to the national fund.

In the Decision, the Commission established an interim percentage charge of 4.5% of contribution-eligible revenues for 2001. In order to finalize the annual revenue percentage charge, the Commission directed all telecommunications service providers to file their previous year's revenues and allowable deductions as outlined in paragraph 102 of the Decision. In accordance with paragraph 103, this information is to be filed by 31 March of each year.

For the transition year, the Commission has decided to extend the deadline to 30 April 2001 to allow time for the completion of the audit and reporting guidelines. This extension will provide, at the request of a number of telecommunications service providers, the appropriate time to fully address the filing requirements of the new contribution regime. Please note that this extension applies to 2001 only. Therefore, the annual filing requirement of 31 March prescribed in the Decision will remain in future years.

Commission staff will release a new reporting form in early April 2001 to reflect the CCM Implementations Working Groups' suggestions and the latest rulings of the Commission. Therefore, all telecommunications service providers are required to file, on the revised reporting form, their 2000 revenues and allowable deductions with the required supporting documentation as outlined in paragraph 102 of the Decision by 30 April 2001. This filing requirement applies whether or not the telecommunications service provider meets the minimum threshold.

Monthly revenue remittances will commence based on April 2001 revenues at the interim revenue charge of 4.5% in accordance with the monthly reporting guidelines to be issued in April 2001.
