Subject: Decision CRTC 2000-745 - Comments regarding the definition of "retail Internet services"

The Commission received your comments regarding the consensus report on the definition of "retail Internet services" for the purposes of the contribution regime established pursuant to Decision CRTC 2000-745. However, since your submission was filed out of process, it does not form part of the record.

With regard to some of your concerns, you may wish to note that the definition of "retail Internet services" defines those services which are exempt from contribution pursuant to Decision 2000-745. The Commission's decision only exempted retail internet services and the consensus definition does not expand the exemption. The Commission has consistently distinguished retail internet services from services involving access by ISPs to the underlying facilities of carriers to provide retail internet services. In Decision 2000-745, the Commission did not exempt the latter services from contribution. To ensure that the distinction between retail internet services and access services remains clear, the Commission included a point of clarification in the definition it approved for retail internet services.

Finally, as you note in your email, all telecommunications services providers known to the Commission were advised of the CCM implementation process. If you are aware of telecommunications service providers that are not known to the Commission, please advise the Commission.
