Re: EastLink/Island Tel Interconnection - Service to Charlottetown, PEI

This is in response to a letter from EastLink Telephone ("EastLink"), dated 8 February 2001, in which it provided information regarding how it satisified the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).

Based on the statements made by EastLink in its letter, Commission staff considers that

Eastlink has met the CLEC requirements set out by the Commission in Decision 97-8 and is in a position to provide service as a CLEC in the Charlottetown exchange of Island Tel's operating territory, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
