Mr. Jonathan Daniels Dear Mr. Daniels: RE: Confirmation - Fulfillment of CLEC Requirements - C1 Communications Inc. This is in response to a letter from C1Communications Inc. ("C1.com") dated 16 February 2001 in which it provided information on how it satisfies the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8). Based on the statements made by C1.com in its letter and attachments, Commission staff considers that C1.com has met the CLEC requirements set out by the Commission in Decision 97-8. C1.com can provide service as a CLEC in the areas described in its letter and its declared serving area, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
