Dear Mr. Palmer:

Subject: Split Rate Base (SRB) Manual Update for 2000

The Commission has reviewed the company's proposed SRB Manual Update report filed on 16 November 2000.

The Commission considers that all of the proposed changes in the company's Update report are consistent with recent tariff filings, other CRTC directives and generally reflect the requisite cost causality principles that are embodied in the SRB procedures.

Accordingly, the Commission approves the updates as submitted and directs the company to file with the Commission and serve on interested parties amended SRB Manual pages that reflect these revisions within 30 days of the date of this letter.

Yours sincerely,

Ursula Menke
Secretary General
