Licence renewal for ASN

1.

The Commission renews the licence for the satellite to cable programming undertaking known as Atlantic Satellite Network (ASN). The licence will be subject to the terms, conditions of licence, commitments and expectations set out below, as well as to those contained in Decision CRTC 2001-457.

Terms

2.

The licence will be in effect from 1 September 2001 to 31 August 2008.

3.

The Commission notes that this licensee is subject to the Employment Equity Act and therefore files reports concerning employment equity with Human Resources Development Canada.

Conditions of licence

4.

In each broadcast year, starting with the year beginning 1 September 2003, the licensee shall caption 90% of all programming broadcast during the broadcast day, including 100% of all category 1 - News programming.

5.

The licensee shall not solicit local advertising in the Halifax-Dartmouth area.

6.

The licensee shall adhere to the Television Broadcasting Regulations, 1987.

Expectations

7.

The licensee is expected to adhere to the guidelines entitled Services using the vertical Blanking Interval (Television) or Subsidiary Communications Multiplex Operation (FM).

8.

Until 1 September 2003, the Commission expects the licensee to, at a minimum, maintain the current level of closed captioning on ASN.

Commitments

9.

The Commission notes the licensee's commitment to broadcast on ASN a minimum level of original news of 8.5 hours in each broadcast week, including news updates.

10.

The Commission also notes the licensee's intention to maintain its existing commitment to broadcast an average of 25 hours weekly of educational programming.
