Licence amendment for CFAI-FM Edmundston

1.

The Commission approves the application to amend the broadcasting licence for the radio programming undertaking CFAI-FM Edmundston, by authorizing the licensee to replace the programming obligations currently set out as conditions of licence in its Promise of Performance.

The amendment of this licence follows the new Community radio policy which, among other things, removed the requirement for licensees to submit a Promise of Performance setting out programming obligations and the limit on advertising for Type B community radio stations. Type B stations now have the same advertising flexibility as Type A stations (Public Notice 2000-13).

3.

The station will broadcast 126 hours of programming per week produced by the station. Community radio licensees have the flexibility to reduce or increase their weekly broadcast time by up to 20% without application to the Commission. A change of more than 20%, however, requires prior Commission approval.

4.

The licensee has committed to meet the new regulatory requirements with respect to the percentage of Canadian musical selections from category 2 (35%) and category 3 (12%) that community and campus radio stations must broadcast each broadcast week.

5.

Furthermore, in accordance with the requirements of the new Policy, the licensee made a commitment to devote 25% of its news programming time to local news and 10% to regional news, during each broadcast week. The Commission expects the licensee to honour these commitments.

6.

The following conditions of licence replace the ones in the current Promise of Performance. Specifically, the licensee must:

 
  • devote, during each broadcast week, a minimum of 20% of its musical selections to musical selections from content subcategories other than the Pop, rock and dance subcategory (content subcategory 21), as defined in Public Notice CRTC 2000-14, as amended from time to time;
 
  • devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time;
 
  • devote, during each broadcast week, at least 25% of its programming to Spoken Word (content category 1) which is comprised of News (content subcategory 11) and Spoken Word - Other (content subcategory 12), with an emphasis on community-oriented spoken word, as defined in Public Notice CRTC 2000-14, as amended from time to time;
 
  • adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-role portrayal code for television and radio programming, as amended from time to time and approved by the Commission;
 
  • adhere to the provisions of the CAB's Broadcast code for advertising to children, as amended from time to time and approved by the Commission.
 

It is also a condition of licence that the licensee not solicit advertising in the Province of Quebec.
