The Commission has received the following applications: |

Across Canada |
Applications by THE PARTNERS OF CANAL INDIGO, a General Partnership (Canal Indigo), licensee of the French-language national pay-per-view television programming undertaking and the national French-language pay-per-view television programming undertaking distributed by direct-to-home (DTH) satellite. |
|
The applications propose to amend the existing condition of licence relating to minimum ratios of Canadian programming by deleting the requirement to meet the minimum ratios on a per-channel basis. |
|
The current condition of licence reads as follows: |
|
"The licensee shall maintain a film ratio of no less than 1:12 with respect to Canadian:non-Canadian "first run" feature films exhibited on its service in each broadcast year and a ratio of no less than 6:20 for Canadian events for the first 2 years of the licence term, 8:20 in years 3 and 4, 10:20 in years 5 and 6 and 12:20 in year 7, on each channel used for their broadcast." (emphasis added). |

Canal Indigo advises that the per-channel requirement no longer reflects the realities of PPV scheduling in a digital environment focused on an overall service basis. |
|
Notwithstanding the number of digital channels dedicated to the service, Canal Indigo will continue to maintain existing exhibition ratios of Canadian:Non-Canadian feature films and events over the entire service. |
|
Except for the DTH pay-per-view national television service which is distributed only in the digital mode, during the transition to full digital deployment, Canal Indigo would maintain its current condition of licence for the portion of the service distributed in the analog mode. |

Application by VIEWER'S CHOICE CANADA INC. (VCC) to amend the broadcasting licence of the English-language general interest terrestrial pay-per-view (PPV) service. |
|
The licensee proposes to amend VCC's condition of licence relating to minimum ratios of Canadian to non-Canadian programming on the service. VCC wishes to eliminate the requirement to meet the ratios on a per channel basis. |
|
The current condition of licence reads as follows: |
|
"2. The licensee shall retain control at all times over the scheduling of films and events exhibited on the cable television undertakings operated by its affiliates, and shall, in each broadcast year, maintain a minimum Canadian to non-Canadian ratio of 1:20 for first-run film titles, and 1:7 for events, on each channel used for their exhibition." (emphasis added). |

CHFC operates on frequency 1230 kHz with a power of 250 watts. |
|
The addition of this transmitter will require an amendment to the licence for CBWK-FM Thompson and will take effect upon expiry of the separate licence currently issued for CHFC Churchill, that is 31 August 2001. |

|
This will allow the licensee to distribute the services of the Saskatchewan Provincial Legislature and the Shopping Channel on the same channel, thereby curtailing one of the signals to insert the other. |
|
This application requires an amendment to the licence. |
