The licensee proposes a wholesale rate of $0.07 per subscriber per month when its service is carried as part of a cable operators' or other distributors' basic service package. | |||
In such circumstances, the regulations allow distribution licensees to recover from subscribers the cost of providing the service. This represents a "pass-through portion" to be paid to Talk-TV in accordance with sections 45 and 53 of the Broadcasting Distribution Regulations. | |||
