Order CRTC 2001-747

Ottawa, 28 September 2001

Aliant Telecom Inc.

Reference: Island Tel TN 556, MTT TN 802, NBTel TN 863 and NewTel TN 658

Applications filed in confidence

1.

The Commission denies ex parte applications filed on 3 August 2001 by Aliant Telecom on behalf of Island Telecom Inc., Maritime Tel &Tel Limited, NewTel Communications Inc. and NBTel Inc.

2.

The Commission considers that the proposed revisions could result in unjust discrimination among subscribers in different exchanges.

3.

In addition, the Commission notes the policy established in paragraph 74 of Decision CRTC 2000-745, Changes to the contribution regime, dated 30 November 2000, whereby the Commission directed the use of a fixed annual implicit contribution target amount of $60 per network access service per year for each incumbent local exchange for the purpose of determining the annual total subsidy requirement amount. The Commission stated that it expected that any company's future rate changes associated with local optional services should not create significant rate disparities among rate bands for these services.

4.

Aliant Telecom is to provide abridged copies of the applications for the public record in all relevant public examination rooms within two business days.
