CRTC approves the National Contribution Fund Administration Agreement

The Commission approves the National Contribution Fund Administration Agreement as agreed to by the CRTC Interconnection Steering Committee members and Contribution Collection Mechanism Co-ordination Committee members.

The Canadian Portable Contribution Consortium (CPCC) was originally incorporated to establish and supervise mechanisms designed to implement the portable contribution regime that was established in Telecom Decision CRTC 97-8, Local competition, dated 1 May 1997. Although a new revenue-based contribution regime was established in Decision CRTC 2000-745, Changes to the contribution regime, dated 30 November 2000, the CPCC continues to be responsible for managing the portable contribution fund.

The Legal Working Group is one of several groups that was established to assist the Commission with the implementation details for the new contribution regime. The mandate of the group included developing a contribution fund administration agreement that would take into account the significant changes in the contribution regime, as well as the organization and operation of a national fund. At a joint meeting on 17 May 2001, the Contribution Collection Mechanism Co-ordination Committee and the CRTC Interconnection Steering Committee members reached a consensus on the National Contribution Fund Administration Agreement. The agreement mainly provides for:

a) the establishment, operation and administration of the National Central Fund;

b) the transition to the new national revenue-based contribution mechanism established in Decision 2000-745; and

c) the reconciliation of contribution amounts paid by the parties to the Central Fund during the first three months of 2001 and contribution amounts that would have been payable by telecommunications service providers, had the revenue-based regime been in place on 1 January 2001.

The Commission hereby approves the National Contribution Fund Administration Agreement.
