The Commission approves, on a final basis, Northwestel's application to:

· decrease the calling rate from $0.50 per minute to $0.32 per minute for calls within Canada and the United States;

· give reductions for calls to international locations from Canada; and

· introduce a new prepaid calling card which uses a connection fee in addition to a flat rate per minute.

Northwestel filed the application on 18 July 2001 to revise item 313 and to add items 314 and 315 to its Message Toll Service Tariff.

The Commission received no comments with respect to the application.

The application was approved on an interim basis in Order CRTC 2001-613, dated 31 July 2001.
