The Commission denies TELUS Communications (B.C.) Inc.'s (TCBC) and TELUS Communications Inc.'s (TCI) applications to provide, under customer-specific arrangements (CSA), business exchange services, selected calling features, and voice messaging services for a certain customer. |

The companies indicated that costs related to end-user customer support would be eliminated since it is the CSA customer, not the two companies, that will interface with the end customers. According to the two companies, this would justify the lower rates proposed under the CSA. |

The Commission considers these filings to be Type 2 customer-specific arrangements as defined in Telecom Decision CRTC 94-19. The Commission finds that the applications do not meet the imputation test requirements under Decision 94-19, as elements from the General Tariff that are included in any CSAs are to be costed at the tariffed rates. |
