Access services for local exchange carrier interconnection

The Commission approves on an interim basis, with the changes set out below, Group Telecom's request to introduce a tariff for the termination of traffic from exchanges within the local calling area.

Bell Canada, on behalf of itself, Aliant Telecom Inc., MTS Communications Inc. and Saskatchewan Telecommunications, requested that the proposed tariff use the wording of the model tariff developed by the Tariff Ad Hoc Working Group of the CRTC Interconnection Steering Committee. Bell Canada filed comments on 5 June 2001.

The Commission considers that the wording in the model tariff would help clarify the circumstances under which the proposed rates will apply.

In light of the foregoing, the company is directed to make the following change to item 102: replace paragraphs 1 and 2 of item 102 with the following:

1. LEC traffic originated in an exchange may be delivered to Group Telecom for termination to end-customers in another exchange that has EAS with the originating exchange (i.e., traffic from exchanges within an ILEC's local calling area). Unless otherwise mutually agreed, such traffic shall be delivered to Group Telecom over one-way trunks interconnected at Group Telecom's POI in the terminating exchange.

2. The monthly rates and service charges specified below apply where such traffic is delivered to Group Telecom's POI on one-way terminating trunks. In addition, the LEC is responsible for all costs associated with transporting the traffic to the terminating exchange including the provisioning of trunks between the LEC and Group Telecom's POI in the terminating exchange.

3. As an alternative, Group Telecom and the LEC may agree to deliver such traffic over bill and keep trunks in the terminating exchange. Where such traffic is delivered to Group Telecom on bill and keep trunks, the rates specified in section 2, Item 101 apply to any resulting traffic imbalance.

4.

Group Telecom filed the application on 3 May 2001 to add item 102 to section 2 of its General Tariff.

5.

The revisions take effect on the date of this order.
