Terms and conditions for Microcell 9-1-1 emergency reporting service

This order approves, on an interim basis, Microcell's terms and conditions for the provision of 9-1-1 emergency reporting service in the provinces of British Columbia, Alberta, Manitoba, Ontario and Quebec.

Microcell Connexions Inc. filed an application to amend its General Tariff (CRTC 21300) to include provisions for 9-1-1 emergency reporting service (ERS) on 30 March 2001.

Microcell noted that it based its tariff provisions for 9-1-1 ERS on those approved for MetroNet Communications. However, the company proposed changes to:

 

· accurately reflect wireless competitive local exchange carrier call routing and display characteristics; and

 

· accommodate the fact that, while Microcell has no end customers, it provides wholesale services to resellers.

Microcell submitted that the tariff items are based on a trunk-side wireless 9-1-1 interconnection architecture. Microcell also noted that it has included a separate 9-1-1 ERS tariff item for the City of Edmonton due to the fact that Edmonton is not on the Alberta provincial 9-1-1 platform and therefore does not benefit from the introduction of wireless E9-1-1 in that province.

The Commission notes that the 9-1-1 ERS tariffs were based on standard form agreements that were developed by the CRTC Interconnection Steering Committee and approved by the Commission. The Commission considers that several amendments to Microcell's tariff for 9-1-1 ERS are required to reflect the terms and conditions contained in the standard form agreements.

In light of the foregoing, the Commission approves the proposed tariff revisions on an interim basis with the following amendments:

 

(a) amend Item 501(2)(a) as follows:

 

i) in the first sentence, delete the words "under the terms of this Tariff"; and

 

ii) in the second sentence, delete the words "subject to the availability of suitable facilities".

 


(b) add the following to the end of Item 501(4)(4.1):

 


e) Provide a telephone number to the PSAP that is accessible 24 hours a day and seven days a week, for reporting on troubles; and

 

(c) add the following to the end of Item 502(4)(4.1)

 


4.1.5 Provide a telephone number to the PSAP that is accessible 24 hours a day and seven days a week, for reporting on troubles; and

 

(d) delete sub-item 6.6 in Item 502(6);

 

(e) add the following to the end of Items 503(4)(4.1) and 504(4)(4.1):

 


4.1.6 Provide a telephone number to the PSAP that is accessible 24 hours a day and seven days a week, for reporting on troubles; and

 

4.1.7 Provide a facsimile telephone number or alternate address (i.e., email), where incorrect subscriber information can be sent by the PSAP for corrections.

 

(f) delete sub-item 6.6 in Item 503(6);

 

(g) delete sub-item 6.5 in Item 504(6);

 

(h) amend Item 505(2)(a) as follows:

 

i) in the first sentence, delete the words "under the terms of this Tariff"; and

 

ii) in the second sentence, delete the words "subject to the availability of suitable facilities".

 

(i) add the following to the end of Item 505(4)(4.1):

 


f) Provide a telephone number to the PSAP that is accessible 24 hours a day and seven days a week, for reporting on troubles; and

 

g) Provide a facsimile telephone number or alternate address (i.e., email), where incorrect subscriber information can be sent by the PSAP for corrections.

 

Microcell is to issue forthwith revised tariff pages incorporating the changes set out above.
