2001 Price cap filing - Service rate changes for British Columbia |

1. |
The Commission approves TELUS Communications Inc.'s (TCI) application to increase rates for residential and business primary exchange service and to decrease rates for digital network access (DNA) service, Megalink service and Internet service provider connection service. |

TCI proposed to implement the following tariff revisions: |
a) increase residential primary exchange service rates in all bands by 7.8% on average; |
|
b) increase business individual line rates in bands C, D1 and D4 by 10%; |
|
c) increase business measured service rates in bands B1, B2, C and D1 to D3 by between 2.9% and 10%; |
|
d) housekeeping changes to local business contract option service; |
|
e) increase business multiline service rates in bands C and D1 to D4 by between 10% and 14.9%; |
|
f) introduce a discount plan for customers of DNA service that meets a minimum monthly commitment over a three-, four- or five- year contract term; |
|
g) restructure Megalink service by lowering the existing primary rate interface (PRI) signalling monthly rate; reducing the public-switched telephone network (PSTN) connectivity rates, eliminating the existing monthly rate of $3 for the optional Name Display feature in bands A and B; introducing the Megalink Gold Plan option, a contract renewal discount plan for three-year and five-year contract terms; and introducing a one-time fixed two-year contract extension option for five-year contracts; and |

h) decrease the monthly contract rates for ISP connection service. |

The company filed updates to its price cap index and sub-basket indices in conjunction with its application. |

The Commission notes that the new rates proposed for DNA, Megalink and ISP connection pass the imputation test. |

The Commission finds that the rate changes proposed by the company are within the price constraints established by the price cap regime. |

TCI, formerly TELUS Communications Inc. (TCI), TELUS Communications (B.C.) Inc. (TCBC) and TELUS Mobility Inc., filed its annual price cap filing for the province of British Columbia on 28 March 2001. On 9 April 2001, TCI amended its price cap filing. The company proposed to revise Items 32, 279, 447, 470 and 471 of the former TCBC's General Tariff. |

The revisions take effect on 7 May 2001.
