The Commission approves, on an interim basis, Bell Canada's proposed Special Facilities Tariff (SFT) filed under Tariff Notice 6559, to provide customers with OC-3 access between customer premises and the company's serving wire centres. |

In response to Bell(CRTC)14 March 2001-Q3, Bell Canada provided its comments on whether the company should provide OC-3 access under a General Tariff (GT). The Commission disagrees with Bell Canada's views and considers that a GT is preferable to the "generalized" SFT approach proposed by the company for OC-3 access. The Commission notes that GTs are generally preferable to SFTs to address concerns regarding unjust discrimination. |

Accordingly, the company is directed to file a proposed GT for OC-3 access, including a proposed migration plan for existing customers, within 45 days of the date of this order. The proposed GT should reflect rate elements such as those set out in the company's response to Bell(CRTC)14 March 2001-Q3. The company is also to provide a copy of its application to existing customers and advise them that they may submit comments to the Commission, with a copy to the company, within 30 days of the filing date. |
