CRTC approves Bruce Municipal Telephone System's basic listing interchange file and directory file service

 

Reference: Tariff Notice 82

1.

On 20 June 2000, Bruce Municipal Telephone System (BMTS) filed an application for the approval of the introduction, to its General Tariff, of a directory file service (DFS) and a basic listing interchange file (BLIF) service.

The Commission approves BMTS' BLIF and DFS application on a final basis subject to the following modifications to the specific items noted below:

 

a) Item 8.09: consistent with the Commission's ruling in Telecom Order CRTC 98-728, BMTS is directed to make DFS available at an individual NXX level;

 

b) Item 8.202 (1): consistent with the BLIF file format and process approved by the Operator Services and Directory Listings Sub-Working Group (OS/DL SWG), BMTS is directed to make BLIF available at an individual NXX level; and

 

c) Item 8.202 (2): consistent with the terms and conditions approved by the OS/DL SWG for BLIF updates, BMTS is to provide for all options of frequency of updates: daily, weekly, bi-weekly and monthly.

BMTS is to issue forthwith revised tariff pages reflecting all of the modification indicated above.

Furthermore, the Commission notes that BMTS DFS Item 810 (d) and BMTS BLIF Item 8.214 (d) proposes a $100 monthly minimum fee for each DFS/BLIF update. The Commission also notes that BMTS did not provide cost justification with sufficient supporting rationale and detail in support of the monthly minimum charge. Accordingly, the Commission denies BMTS' proposed minimum monthly fee for updates.

The Commission notes the references made under DFS Item 8.02 and BLIF Item 8.203 regarding a sublicensing agreement and BLIF agreement. The Commission directs the Ontario Telecommunications Association to file these agreements for approval within 30 days of the date of this order.
