The Commission will hold a public hearing commencing on 15 October 2001 at 9:00 a.m., at the Renaissancee Vancouver Hotel Harbourside, 1133 West Hastings Street, Vancouver, British Columbia, to consider the following: |

Lethbridge and Bow Island, Alberta |
Application by THE MIRACLE CHANNEL ASSOCIATION to renew the licence of television station CJIL-TV Lethbridge and its transmitter CJIL-TV-1 Bow Islandexpiring 28 February 2002. |

The Commission notes the apparent failure of the licensee during the 1998-99 broadcast year to comply with sections 4(6) and 4(7) of the Television Broadcasting Regulations, 1987, with respect to Canadian Content requirements. An apparent failure to comply with section 4(6) was also noted during the 1999-2000 broadcast year. |
|
In CRTC Decision 95-129 the Commission approved a proposal by Victory Christian Fellowship of Lethbridge (1983) Inc., on behalf of a society to be incorporated, to provide single-faith ownership of an undertaking dedicated solely to the broadcast of religious programming. It was one of the first such applications to be considered by the Commission following the release of Public Notice CRTC 1993-78 dated 3 June 1993 and entitled "Religious Broadcasting Policy". |
|
The Commission wishes to address with the licensee the possibility of a short-term renewal for apparent non compliance with the regulatory requirements for the broadcasting of Canadian programs in 1998/99 and 1999/2000. The Television Broadcasting Regulations, 1987 in sections 4(6) and 4(7)(b), require that not less than 60% of the broadcast year and 50% of the evening broadcast period be devoted to the broadcasting of Canadian programs. The licensee has admitted that it has not complied with either during broadcast years 1998/99 and 1999/2000. |
|
The Commission is also concerned about the applicant's apparent failure to meet its commitments for the closed-captioning of programming as well as the apparent failure to follow through on the commitment to establish and maintain a Regulatory Review Committee to monitor the station's performance with regard to balance and adherence to the guidelines on ethics. |
|
In view of the fact that CJIL-TV is one of the first religious television stations, the Commission will also wish to have a general discussion about: |

It is a condition of licence that CJIL-TV broadcast, at a minimum, 14 hours weekly of programming that presents differing views on religion and matters of general public concern, including 4 hours weekly of such programming between 6:00 p.m. and midnight. |

The transmitter at Dafoe would operate on frequency 100.3 MHz (channel 262C1) with an effective radiated power of 100,000 watts and the transmitter at Waskesiu Lake would operate on frequency 106.3 MHz (channel 292B1) with an effective radiated power of 7,100 watts. |
