Re: The CRTC approves, on an interim basis, Thunder Bay Telephone's PIC/CARE Handbook with the changes set out in this letter

On 20 July 2000, The Corporation of the City of Thunder Bay - Telephone Division (Thunder Bay Telephone) filed, for Commission approval, its own Primary Interexchange Customer/Customer Account Record Exchange Access Customer Handbook (PIC/CARE Handbook) to replace the generic PIC/CARE Handbook approved in Telecom Order CRTC 97-1963 for use by the Canadian Alliance of Publicly-Owned Telecommunications Systems.

The PIC/CARE Handbook does not reflect the revisions made to a revised model (version 2.0) that was developed by the Business Process Working Group of the CRTC Interconnection Steering Committee and released in July 2000. Version 2.0 is set out on the Commission's web site at www.crtc.gc.ca/cisc/eng/cisf3e2c.htm.

Thunder Bay Telephone's PIC/CARE Handbook requires amendments to reflect the above-noted revisions made to the model handbook and other changes, all of which are listed in the attachment to this letter. The Thunder Bay Telephone PIC/CARE Handbook is hereby granted interim approval. A revised copy of the company's handbook that incorporates these changes should be filed with the Commission within 30 days.

Attachment

Amend "Proprietary warning" in section 1 so that the existing paragraph reads as follows:

"The information contained in this handbook is not to be reproduced or translated in whole or in part without the written consent of Thunder Bay Telephone - Telephone Department."

and add the following paragraph:

"This work contains material that has been derived from the Customer Account Record Exchange - Industry Support Interface (CARE-ISI) guidelines by the Ordering and Billing Forum (OBF). The guidelines may be obtained by contacting the Alliance for Telecommunications Industry Solutions (ATIS) at www.atis.org."

Amend "What is equal access" in section 1 by adding the following as a fourth paragraph:

"Telecom Order CRTC 99-379 confirmed that the requirement to provide equal access did not extend to resellers of local service."

Amend "Rates and charges" (additional handbooks) in section 1 by expanding to read as follows:

"Charges are applicable to the following PIC processing related activities:

Set-up for each PIC processing account;
Changes to CARE profile;
Additional copies of PIC/CARE handbook;
PIC processing change, each access line;
Unauthorized PIC change, each access line;
Customer Account Number (CAN) detail, each Working Telephone Number (WTN) provided; and
Request for a verification record".

Amend section 3 - "Prerequisites to equal access" to include Carrier Identification Codes together with the following text at the beginning of the section:

"In order for an AC to offer Equal Access and PIC processing, it must obtain a Carrier Identification Code (CIC). All requests for new CICs must be forwarded to the Canadian North American Numbering Plan Administrator (NANPA)."

"An AC who wishes to implement one of the CIC codes which they currently use in the United States must obtain authorization from NANPA. A copy of the authorization may be required prior to accepting PIC subscriptions."

Amend section 6 - "AP initiated PIC/CARE processing" to identify under Local Service Orders that 'telephone number changes" can be at the Working Telephone Number (WTN) or the Customer Account Number (CAN).

Amend section 8 - "Service intervals" to revise switch-affecting CARE activity intervals by changing the completion date for most AC requests to within 2 business days, and for requests for PIC processing involving complex services, identify the applicable services, e.g., Centrex, Digital Exchange Access (DEA), Remote Call Forwarding (RCF), Megalink; and insert the following after order volumes as quality of service to read as follows:

"As per Telecom Decision CRTC 97-16 (paragraph 78), the Commission directed the addition of an on time PIC activation quality of service indicator. Thunder Bay Telephone will measure this quality of service indicator and report to the CRTC as required."

"An AC may request monthly reports on Thunder Bay Telephone's performance measurements for transactions received from that particular AC."

Amend section 9 - "Consumer safeguards" by deleting the following line item included as part of end user authorization:

Billing information requests as a result of casually dialed call(s).
