Re: General tariffing of DS-1 facilities to customer points outside the base rate areas

Dear Mr. Mathura:

In TCI Tariff Notice 297, the Commission asked TELUS to provide additional information regarding DS-1 facilities from the company's central office to customer locations outside the base rate areas, including whether the company should provide such facilities under the general tariff (GT).

The Commission has now concluded that a GT for these services is appropriate, given the number of services that have been filed with the Commission. Further, it considers that GTs are preferable to special facilities tariffs (SFTs) as GTs more appropriately address concerns regarding possible unjust discrimination.

Accordingly, the company is directed to file, within 45 days, proposed DS-1 general tariffs to customer points outside the base rate area of exchanges, including a proposed migration strategy for existing SFT customers. The company is also to provide existing customers with a copy of its application, informing them that they have 30 days following the filing date to submit comments to the Commission, with a copy to the company.
