Licence renewals for CFRN-TV, CFRN-TV-3, CFRN-TV-4 and CFRN-TV-6

1.

The Commission renews the licences for the following television programming undertakings and their transmitters. The licences will be subject to the terms, conditions of licence, expectations and commitments set out below, as well as to those contained in Decision CRTC 2001-457:

· CFRN-TV Edmonton and its transmitter CFRN-TV-7 Lougheed;

· CFRN-TV-3 Whitecourt and its transmitters CFRN-TV-1 Grande Prairie, CFRN-TV-2 Peace River, CFRN-TV-8 Grouard Mission, CFRN-TV-9 Slave Lake and CFRN-TV-11 Jasper;

· CFRN-TV-4 Ashmont and its transmitters CFRN-TV-5 Lac La Biche and CFRN-TV-12 Athabasca; and

· CFRN-TV-6 Red Deer and its transmitter CFRN-TV-10 Rocky Mountain House.

Terms

The licences will be in effect from 1 September 2001 to 31 August 2008.

The Commission notes that this licensee is subject to the Employment Equity Act and therefore files reports concerning employment equity with Human Resources Development Canada.

Condition of licence for CFRN-TV Edmonton

4.

In each broadcast year, the licensee shall caption 90% of all programming during the broadcast day, including 100% of all category 1 - News programming.

Conditions of licence for CFRN-TV-4 Ashmont, CFRN-TV-6 Red Deer and CFRN-TV-3 Whitecourt

5.

In each broadcast year, starting with the year beginning 1 September 2003, the licensee shall caption 90% of all programming broadcast during the broadcast day, including 100% of all category 1 - News programming.

6.

The licensee may substitute on CFRN-TV-4 Ashmont, CFRN-TV-6 Red Deer and CFRN-TV-3 Whitecourt, for each hour of original station-produced programming broadcast exclusively on the undertaking each week, separate commercial messages in that hour, on each undertaking, for those broadcast by CFRN-TV Edmonton, up to a maximum of 6.5% of the commercial availabilities.

Expectation

Until 1 September 2003, the Commission expects the licensee to, at a minimum, maintain the current level of closed captioning on CFRN-TV-3, CFRN-TV-4 and CFRN-TV-6.

Commitments

The Commission notes the commitment that CFRN-TV will control $50,000 in annual program development funds, which will be made available to independent producers in the Edmonton market.

9.

The Commission also notes the licensee's commitments to broadcast on CFRN-TV a minimum level of local programming of 15.5 hours in each broadcast week, and to broadcast on each of CFRN-TV-6Red Deer, CFRN-TV-4 Ashmont, and CFRN-TV-3 Whitecourt, minimum levels of separate, original local programming of one hour in each broadcast week.
