Licence renewal for CFCN-TV and CFCN-TV-5

1.

The Commission renews the licences for the following television programming undertakings and their transmitters. The licences will be subject to the terms, conditions of licence, commitments and expectations set out below, as well as to those contained in Decision CRTC 2001-457:

· CFCN-TV Calgary and its transmitters CFCN-TV-1 Hand Hills, CFCN-TV-2 Banff, CFCN-TV-6 Drumheller, CFCN-TV-8 Medicine Hat, CFCN-TV-13 Pigeon Mountain, CFCN-TV-14 Canmore (Harvie Heights) and CFCN-TV-16 Oyen, Alberta; and

· CFCN-TV-5 Lethbridge and its transmitters CFCN-TV-3 Brooks, CFCN-TV-4 Burmis, CFCN-TV-17 Waterton Park, CFCN-TV-18 Coleman, Alberta, and CFCN-TV-9 Cranbrook, CFCN-TV-10 Fernie, CFCN-TV-11 Sparwood, CFCN-TV-12 Moyie, CFCN-TV-15 Invermere and CFWL-TV-1 Invermere, British Columbia.

Terms

The licences will be in effect from 1 September 2001 to 31 August 2008.

The Commission notes that this licensee is subject to the Employment Equity Act and therefore files reports concerning employment equity with Human Resources Development Canada.

Condition of licence for CFCN-TV Calgary

4.

In each broadcast year, the licensee shall caption 90% of all programming during the broadcast day, including 100% of all category 1 - News programming.

Condition of licence for CFCN-TV-5 Lethbridge

5.

In each broadcast year, starting with the year beginning 1 September 2003, the licensee shall caption 90% of all programming broadcast during the broadcast day, including 100% of all category 1 - News programming.

Expectation

6.

Until 1 September 2003, the Commission expects the licensee to, at a minimum, maintain the current level of closed captioning on CFCN-TV-5.

Commitments

7.

The Commission notes the commitment that CFCN-TV will control $50,000 in annual program development funds, which will be made available to independent producers in the Calgary market.

8.

The Commission also notes the licensee's commitments to broadcast on CFCN-TV a minimum level of local programming of 15.5 hours in each broadcast week, and to broadcast on CFCN-TV-5 Lethbridge a minimum level of separate local programming of 2.5 hours in each broadcast week.
