Licence renewal for CIEL-FM (formerly CJFP-FM)

The Commission renews the broadcasting licence for CIEL-FM Rivière-du-Loup, and its transmitters serving the additional locations noted above, from 1 September 2001 to 31 August 2008, subject to the conditions specified in the licence to be issued, as also set out in Public Notice CRTC 1999-137.

By condition of licence, the licensee must broadcast each week a level of at least 50% of spoken word programming. The Commission notes that the licensee has filed an application (application number 2001-0732-7) to amend this condition of licence. This application will be subject of a public notice in the near future.

The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources (Public Notice CRTC 1992-59).

The Department of Industry has advised the Commission that it is prepared to renew the Broadcasting Certificate for CIEL-FM Rivière-du-Loup for a period of one year only, expiring 31 August 2002. With respect to the operation of this undertaking beyond this period, the Commission reminds the licensee that, in accordance with section 22(1) of the Broadcasting Act, it may not issue, amend or renew a broadcasting licence unless the Department of Industry has certified that it will issue a broadcasting certificate.

The Commission has examined the submission filed by the Association québécoise de l'industrie du disque, du spectacle et de la vidéo (ADISQ) regarding this licence renewal application.
