Decision CRTC 2001-227

BY FAX (780) 433-0678

Ottawa, 18 April 2001

Mr. Allan L. Hunsperger
President
Touch Canada Broadcasting Inc.
448 Olsen Close
Edmonton, Alberta
T6R 1L1

Dear Sir:

Re: Application No. 2001-0316-9- Approved
Transfer of control and shares
- Allan L. Hunsperger requests authority for Charles R. Allard to acquire a 50% voting interest in Touch Canada Broadcasting Inc., licensee of radio programming undertaking CJCA-AM serving Calgary, Alberta

The Commission approves the above-noted application for authority to effect a change in the effective control of Touch Canada Broadcasting Inc., licensee of radio programming undertaking CJCA-AM serving Calgary, Alberta. The transfer is effected through Charles R. Allard acquiring a 50% voting interest (10 common shares) in Touch Canada Broadcasting Inc. Consequently, Allan L. Hunsperger's voting interest in Touch Canada Broadcasting Inc. will be reduced to 50% and Mr. Hunsperger and Mr. Allard will jointly control.

Consistent with the requirements of the Benefits Test as outlined in Public Notice CRTC 1998-41, "Commercial Radio Policy 1998," the Commission will forgo the benefits requirements for Touch Canada Broadcasting Inc., as it has been an unprofitable undertaking for three years.

The Commission will modify its ownership records to reflect the authorized ownership of Touch Canada Broadcasting Inc. as shown in the attached appendix.

All letters of approval issued by the Commission are made available for public examination at the Commission's central office. The Commission also requires you to append this letter to your licence.

Yours sincerely,

Ursula Menke
Secretary General
