Licence renewal for ethnic radio station CHIN and its transmitter |

The Commission renews the broadcasting licence for CHIN Toronto and its transmitter CHIN-1-FM Toronto, from 1 March 2001 to 31 August 2007, subject to the conditions specified in this decision and in the licence to be issued. |

As part of its licence renewal application, the licensee proposed to decrease the number of cultural groups to which programs are directed from 23 to 15, and the number of different languages from 17 to 12. The Commission is not persuaded that these reductions are warranted. |

Furthermore, on 13 September 2000, the Commission was asked to report to the Governor in Council on proposed measures to ensure that the residents of the Greater Toronto Area receive a range of radio services reflective of the diversity of their languages and cultures (Order in Council P.C. 2000-1464). |

In view of the above, the Commission denies this request. The licensee will therefore be required, by condition of licence, to continue to provide programming directed to a minimum of 23 cultural groups in a minimum of 17 different languages. |

The Commission is satisfied with the initiatives proposed by the licensee to reflect local issues and concerns over the new licence term. |

As one of its commitments in the area of Canadian talent development, the licensee will contribute $3,000 per year for three years to establish a catalogue of Canadian ethnic recordings. These contributions reflect the commitment made by the Ontario arm of the Canadian Association of Ethnic Broadcasters and its member radio stations, as set out in Public Notice 1999-117. Contributions made by radio stations to this iniative count towards the fulfillment of conditions of licence relating to Canadian talent development. |

The Commission notes that this licensee is subject to the Employment Equity Act that came into effect on 24 October 1996 and therefore files reports concerning employment equity with Human Resources Development Canada. |
